>> john brennan, cia director, and chuck hagel as secretary of defense, we want to make sure we have those guys sitting in the chairs working because i don't want there to have been something missed because of this hang-up in washington. >> john mccain acknowledged hagel will get the vote soon, and that probably will be confirmed soon, but mccain's not voting for him. i believe he is qualifinot qual but i believe we shouldn't hold up the vote any longer. >> senator lindsey graham. >> i think we're doing our job to scrutinize i think one of the most unqualified radical choices for secretary of defense in a very long time. >> amazing that a former republican senator from nebraska

would be called a radical choice for secretary of defense by a fellow republican. even approving to hagel is confirmed when the senate reconvenes next week, the damage may be done. >> quote, it's going to put him in a difficult position once he gets there. i don't think everyone will say we've put you through the ringer, now forget about it. i think it's tragic and i think it's shameful. on "meet the press," mcdonough pushed back on the -- no, he's not going to be a weaker defense secretary. he's going to be a great defense secretary. >> let's remember that relations between republicans like mccain and graham really broke down over the benghazi attack, somethinged that nothing to do with chuck hagel, but tensions are running very high and could still cast a shadow doe over hagel if and when he's

confirmed. >> we've had a massive cover-up on the part of -- >> but a massive cover up of what? susan rice said there was a lot of confusion. >> do you care, david? >> i'm asking you, do you care whether four americans died? >> i'm just asking you a cover-up of what? >> of the information concerning the deaths of four brave americans. th information has not been forthcoming. you can obviously believe that it has. i know that it hasn't. >> the administration's plans are forged by bipartisan immigration seemed to take a hit over the weekend thanks to a saturday evening scoop by the usa today. the paper printed details of the president's backup plan, which the white house had intended to unveil, just not this soon, or they were going to unveil had there not been a senator bipartisan group putting out a plan. but the white house quickly

tried to walk it back. >> the fact of this report, david, i think all it says to me is that we are doing exactly what we said we'd do, which is we'll be prepared in the event that the bipartisan talks going on the hill, which by the way we're very aggressively supporting, if those do not work out, then we'll have an option that we'll be ready to the put out there, as the president said this las vegas. >> usa today said, creation of a new visa allowing illegal immigrants to become residents within eight years and a requirement for employers to check the immigration status of new hires. republicans pounced on this idea particularly that visa program, particularly senator marco rubio. a state, said it's a mistake for the white house to profit imimmigration. this legislation is half-baked and seriously flawed. it would actually make our

immigration problems worse. congressman paul ryan said it's a setback for talks on the hill. >> there are groups in the house and the senate working together to get this done, and when he does things like this, it makes it more difficult to do that. and that's why i think this particular move, very counterproductive. >> senators john paul and john mccain slammed the white house allegedly for leaking the plan on purpose. >> this is the prosecutor pea doing his own plan. it shows me he's really not serious. when they come out and say my way or the highway and if congress doesn't ask be with i'll put it on the desk and say pass it now, that's no way to get it done. but it seems to me to show the president really doesn't want immigration reform. >> leaks don't happen in washington by accident. this races the question that many of us continue to wonder about. does the president really want a result or does he want another reason to beat up republicans so

he can get political advantage in the next election? >> he argued the white house plan and bipartisan negotiations shared some key elements. >> republican, this was leaked. it's also clear that it's incomplete. there's a silver lining in this which is that there are a lot of co commonalities between the two plans. >> was this intention by the white house to pressure congress at this point it doesn't matter. if the compromise doesn't happen, they will drop a political hammer on them. but if the white house did want to leak this, why would they wanted to leak this to a newspaper that couldn't publish for 48 hours? this seems like one of those things, republican white house staff is tens of people, not hundreds of people. so maybe somebody wanted to leak this but maybe not somebody in

the president's inner circle. turning to the inter-republican rift. at the center of it is karl rove, whose super pac had been sabotaged by republicans -- rove probably didn't win any new fans with this explanation of the group's mission. >> our object is to avoid having stupid candidates who can't win general elections, who are undisciplined, can't raise money, aren't putting together the support necessary to win a general election campaign, because this one is too difficult to raise to be spending on behalf of candidates who have little chance of wing in the general election. >> now, some of the loudest voices in this battle come from people who have a political dog in the fight. take terry branstad. he said, i basically told karl rove that what he was doing was counterproductive. >> he could be particularly

concerned that rose' group could target someone like steve king. as titular head of the iowan republican party, the last thing he wants is a nasty battle in his own state. and looking like he's part of the establishment, suddenly getting a conservative to challenge him. on the other hand, look at georgia republican congressman tom price who says he's fine with rove picking winners and losers. we have lost seats that we should not have lost because of a failure of communications, a failure of message, a failure a coherence within campaigns. clearly we can't continue the same processes that we've had in the past. price may find himself on the same side as rove in 2014. why? price is considering a run for the open senate seat in george. he would face paul broun, another target for rove's group.

then rand paul said the more people that are involved in elections, the better. >> well, you know, elections are a free marketplace, and everybody has a right to participate in primary elections. i would say primary elections need to not be selected by the party so i would say let's have healthy primers. if people want to contribute on all sides, let people make voluntary contributions, but i think competitive primers, you end up getting a good candidate. >> i think what we're learning here, both sides in this interparty feud are going to be really well-funded, and georgia and iowa are going to be the early ground zeros to see how this plays out. steve king and paul broun on one side. perhaps tom price, tom lace em on the other. next, agree to disagree. top white house veterans. a little strategy going on. hagel and immigration.

so what looked like one of the few areas of compromise after the november election was the topic of immigration, but the debate took a bit of a weird turn over the weekend after a backup proposal that the white house has been drafting for a while was leaked to usa today. joining me is robert gibbs and cnbc contributor and former bush white house director, sarah fagen. a little strategy on this ex-president's day. >> there you go. >> ex-presidential staff day. do we have one of those as a holiday? >> don't i wish. >> robert, let me ask you this on the immigration. there's a lot of cynics, john mccain's one of them who thinks this was a planned leak. would you have leaked something to a newspaper that couldn't go to print for 48 hours? >> no, obviously not. i think this -- look -- >> this came from an administration official clearly. >> as you said, the white house

is hundreds of people, thousands of people. i watched leaks go out every day that were infuriating. i will say, i think we are on a path towards getting strong bipartisan immigration reform, and nobody should use a silly leak like this to somehow put up a roadblock to say we can't get this done. the president's said all along that if congress won't act, he'll have his own plan. and you remember not too long is republicans saying the president hasn't let on this because he doesn't even have his own plan. >> sarah, is it smart politics for the president to have a sledgehammer ready to use or do what denis mcdonough did yesterday, don't worry about that? >> he walked it back very fast and he needed to because if he wants to get comprehensive immigration reform done, doing what was done by some white house staffer, intentional or

otherwise, really hurt the process and really put republicans on their heels. and it was curious to me that the proposal leaked is something that couldn't possibly get passed through the senate. so do they want comprehensive immigration reform or do they want to beat up republicans? >> robert, answer that question. >> the president wants comprehensive immigration reform. along, the president has been working to extend strong border security for four years. >> but this plan did look like something designed not to pass. >> no, there's always going to be two or three push points where people disagree. but if republicans use the leaking of something to usa today that doesn't have to be ever introduced if bipartisan group of senators and representatives act, use an excuse, it's because they don't want to get anything done. >> the republicans absolutely want to get something done and

republicans need to get something done for our own political viability long-term. but it's got to be done first through security, second through employer verification, and then third -- >> were there. >> that's the good news proposed. >> this feels like much ado about nothing. chuck hagel. is chuck hagel something that republicans have to worry about in a primary if they vote the wrong way? >> no, i don't think so at all. >> you don't think there's primary politics entering into this at all? >> i don't think so because when in history has a confirmation hearing ever been a, you know, something that people vote on in an election? >> look, his old boss voted against two supreme court justices at the time there was fear that it would be an issue. >> but it didn't cost him the primary, clearly. having said that, chuck hagel,

there's so many issues that play in this process. you've got republican senators miffed at harry reid for not honoring the whole -- you have him having ripped on republicans. there are so many issues at play here. looks like he's going to get confirmed. and it's also an opportunity for republicans to ask some tough questions on benghazi, all of which haven't been answered yet. >> i want to go to something you said when we were together last time, which is you were concerned about his performance -- >> absolutely. >> and you can't help by wonder what bill cohen wonders, which is is he going to be a weak secretary? >> he didn't have a strong hearing then, but all the reasons listed for chuck hagel, none has to do with any pending issues before the pentagon. it has to do with he's been mean to president bush. he's been mean to john mccain.

this process has said more about republicans than quite franklin it has said about chuck -- >> what about this issue of him -- is he going to be in charge of the pentagon? >> i think that is going to be the test for chuck hagel when he is sworn in fairly quickly and fairly soon as the next defense secretary. and i think there's no doubt he's going to go into that building and he'll take strong command of it. and that's what is going to be remembered. >> that is the toughest job in washington for the best and most qualified person and this process has weakened him, and his personality is probably not suited for this job. i can assure you of one thing. robert gibbs is going to be very happy he's not standing at that press podium the first time chuck hagel opines about the president's foreign policy and their disagreements on it. >> i can tell you there were a lot of reporters that were answering to be on this trip to brussels.

>> the reasons that are being shown to hold up this nomination, it's not about afghanistan, it's not about a draw john -- >> that's not true. >> in all fairness, what you just mentioned very parochial reasons by the republican party to make this into a dance because chuck hagel didn't like john mccain -- >> there are policy issues here, let's not forget. they did talk about his refusal to denounce hesbola as a terrorist organization. those are legitimate policy concerns which call into question his ability to lead the defense department. >> i want to move into another topic. one of your former boss be, mr. rove. it seems as if republicans are acting what's in their own interest, whether they like the

rove project or don't like the rove project. if this works, this looks like this is going to be a very ugly public process in the short-term. is that fair? >> it looks like it's going to be ugly but karl rove has every right, just like the club for growth or americans for prosperity or any of these other organizations to get involved in the political process. and look, republicans control the senate today but more some candidates who should never have been the primary nominee. and so what i hope this group will do is put dollars focused on candidates who can put forward a conservative message and win and also, if you're going to put somebody in the primary, you better not leave them on the field. you better carry them through to the general election. >> you've been a part of the democratic party when they weren't so united. do you watch with glee or with there but for the grace of god. >> every time this comes up, i'm

state. >> the documentary is based on the book hubris. it's coauthored by michael isikoff, and he joins me now. mr. isikoff. is history going to say that it's 100% fact some day that everybody will be in agreement, united states government will be in iraq that we went to war in iraq under false pretenses? >> i think as chuck hagel said, history will make the ultimate judgment on the war in iraq, but i think on the selling of the war in iraq, the verdict is already in. we went to war under false pretenses. we went to war on manipulated, exaggerated, inflated and twisted intelligence. and the portrait that was presented to the american public was fundamentally false. and i think anybody who watches the documentary tonight will see that. think just that one clip you

just played from lawrence wilkinson, who is colin powell's chief of staff. this is in november of 2002, and we already just have had the debate before congress in which all these assertions along the line of vice president cheney, no doubt, absolute confidence, massive weapons, and powell himself is privately saying to his chief of staff, i wonder what happens if we go in and find nothing, shows doubts about what was being said. >> one of the other chief architects of this year, defense secretary donald rumsfeld, i want to play a link. >> meeting notes from the afternoon of 9/11 showed donald rumsfeld tapping a top aide to find the best info fast, good enough to hit saddam hussein. he asks the aide to get evidence

of a saddam connection with ubl, osama bin laden. >> we all looked at each other. saddam hussein? a sam ma hates him. there's no connection between saddam hussein and al qaeda. >> it's so obvious now that 9/11 and iraq had nothing to do with each other. and afghanistan and iraq, it's two different wars, two different issues, and yet we forget how closely linked the administration at the time put the two. >> absolutely. and in fact mark rossini, who you just saw there, it was his job to evaluate that intelligence report mohammed alta had met in prague. they gave him a photograph that supposedly showed the meeting. he looked at it and said, this

is not mohammed ata. he reported up the chain, and then he sees dick cheney using that report repeatedly on ""meet the press"" saying we have a report. it's pretty well confirmed that mohammed ata has met with an intelligence agent. the manipulations here were far worse than anybody suspected at the time. and now we're getting the people who did the work coming forward, talking about it. >> and watching our current leaders now, president obama administration to both sides, they don't seem to know what to say about the iraq war anymore. they don't want to say what i think some of them believe, which is it was -- should have never have happened. >> yeah. >> you do get that sense. >> it is the subject nobody wants to talk about it, which is one reason we wanted to do this documentary tonight. just two quick points i want to make, relevance to today. first of all, we have this whole drone debate. we've been talking about all based on secret intelligence.

well, the pressure's supposed to be mounting on capitol hill with less than two weeks before the first round of sequester cuts set to kick in. but is congress feeling the pressure? let's bring it our president's day gaggle, former spokesman, and former minnesota congressman, mark kennedy, who is director of gw's graduate school of political management and he's also part of the fix the debt campaign. congressman, nice to see you. so let me start with sequester. the weekend is still being filled with who started it rather than who's going to solve

it? here's a taste. >> it's the president who proposed this sequester. it's the president who designed this sequester. it's the house republicans who twice passed legislation replacing the sequester with smarter cuts in other areas of government. the senate hasn't passed a bill that replaces the sequester. the president gave a speech showing that he'd like to replace it but he hasn't put any details. >> you used to be in congress. you were part of this fix the debt campaign. the whole point the sequester and the idea of sequester, it's been used in the '80s, was to force both sides to come together. if this doesn't work, why should we ever believe they'll come together? >> it's going to be hard but it's easier to do a big deal, easier than at sequester than it is to do a small deal. i think there's not really the trust between the two parties, which is part of it, but also there is this debt denier

element that's trying to say if we just do a little bit more, that's enough. it was good to see tom friedman in the washington post -- >> what do you mean by debt deniers. >> more cutting. or without tax reform is enough. and i think it's that that we're combatting against. we need to be thinking about a big deal that will truly allow us to focus on the other issues important for the country. >> doug, he's being kind how he's saying it, but the folks arguing, saying we've cut a lot, we don't need to do much more. >> well, the president has said we need to do about $1.5 trillion more. on paul ryan's points about sequestration, the only reason was because republicans held the debt hostage. john boehner went out -- >> budget control act. >> budget control act, i'm

sorry. after the budget control act passed, john boehner went out and said i got 98% of what i wanted. right now house republicans went on a nine-day vacation and they haven't put forward a plan to end sequestration in seven weeks. >> the u.s. senate also went on a vacation. let's not get carried away. jackie, i'm a cynic. i think the cuts are going to go through on march 1st and then they're all going to panic. >> i don't disagree with you. here's the thing about this particular congress and the last congress is they do wait until the very last minute and all of us are saying, okay, they have to do it in 72 hours or this happens or this can't happen. i don't know that that's going to happen this time because there doesn't seem there's enough buy-in on both sides to get this done. but we're going to see this

reflect in the markets and see this reflect in the economy if this does happen, and then you're going to have more finger-pointing. >> mark, your fix-a-debt, are they going to come down hard on congress, even if it's the republicans, if they believe the republicans are walking away from a deal? >> we should be pushing both sides for a deal because it's going to take both sides to get the deal done. but when tom friedman in the new york times and the washington post says had the $1.5 trillion that the president is talking about is not enough, is really isn't tax reform. so i think you're seeing a growing crescendo and this will crowd it every issue if we don't address it. >> you heard the white house say this weekend, when denis mcdonough went out and said you cannot raise the age in medicare because it's a cost-shifting not a cost-saver. >> that's because, if you raise

it to 67, the 65-year-olds, many of them are healthy, medicare isn't spending a lot of money on them. if you move up to 67, you're ending up having to, you're not seeing a lot of saving in revenue there. he has put out an idea -- the democrats have supported an idea on cpi, change cpi, which is something the president -- >> more democrats will support there. >> yeah, i think the president has taken some flak for that, and there were a lot of reforms in medicare. >> basically, the republicans -- the white house gives them cpi, and the republicans give them the oil and gas tax things, and there's your sequester deal. >> one of the things we've seen is it seems both sides are unhappy or happy, and the other side says we want this too. we've seen that in deal after deal after deal when it comes to the debt ceiling. so i think there's a pressing

one thing he didn't get chased out of office for public scandal. it was personal issues. >> yep. >> and it was personal issues. the question is a lot of candidates have recovered in the past. >> yeah. >> if it is personal, not professional. >> it is going to be tough, though. i think the republicans should be favored but democrats do very good in special elections and off years. keep an eye on it. >> it is and she is well funded. >> a ton of money and this will be 16 candidates, primary and all of this stuff. mr. kennedy, you first. >> if you want to get a masters in making a difference, grad school management, gw is the best place to go. >> and unique. >> very unique. we're the first and foremost in politics and a plug for fix this debt. we need to have a big deal. >> allen gomez, the reporter that broke the presence immigration plan story this weekend. >> not a handout. >> not a handout.
